Since I'm Big Brother part-retardo, say hypothetically someone who is not already a nom wins Veto....does that make them ineligible to be put up if they take someone off the block?
Ex. Rickie wins veto....takes Nicole off....Jimmy has to name another....is Rickie available to be put up or no?

No, they may not be put up. The holder of the veto is, in Survivor terms, immune.
